Sangai Festival: Myanmar-Linked Terror Group Plans Bomb, Gun Attacks

Authorities in Manipur are on high alert following threats from a cross-border terror module with embedded local operatives.

A Myanmar-based terror group has warned of coordinated bomb and gun attacks during Manipur’s Sangai Festival, urging attendees to exercise extreme caution.

November 21, 2025: A Myanmar‑based terror module has issued a chilling threat to carry out coordinated bomb and gun attacks during Manipur’s Sangai Festival, warning residents to attend the event “at their own peril.” The claim surfaced in an X post by user @JShakurB, who alleged that the group has released a new video outlining its plans.

A video embedded with the post reveals  the terror cell—operating from “safe havens” across the border and aided by a network of local operatives and sympathisers in Manipur— detailing explicit instructions for multiple attacks on festival grounds. The clip  shows handlers in Myanmar directing their Manipur-based operatives to execute “coordinated and unrelenting bomb and gun attacks.”

The timing of the threat comes as the country is still reeling from the recent terror attack in Delhi.

The same group also previously demonstrated its reach inside Manipur, @JShakurB claimed. After the arrest of 28 Arambai Tenggol cadres in February  2023, the outfit allegedly issued death threats to Manipur Police, erected a Mexican cartel‑style banner rigged with explosives in central Imphal, and defaced a police station signboard with its insignia and “rising day” propaganda flyers outside Sekmaijin Police Station.

The post characterises the group as a foreign‑backed terror syndicate exploiting Manipur’s internal fault lines, leveraging cross‑border coordination, digital propaganda, and narcotics‑linked financing. The aim, it warns, is to “bleed India by a thousand cuts.”

“This is no longer insurgency draped in secessionist rhetoric,” the post claims. “It is cold‑blooded terror sustained by drugs, fear, extortion and foreign complicity.”

Local civil society organisations in Imphal, including the COCOMI, have strongly criticised the Sangai Festival for proceeding without addressing the persistent issues faced by internally displaced persons (IDPs) in the state. COCOMI has argued that the festival, while promoted as a cultural celebration, glosses over the ongoing humanitarian crisis affecting thousands of families displaced by ethnic and communal violence in Manipur.

Yesterday, COCOMI led a massive demonstration in central Imphal, demanding that the state government take urgent action to provide relief, rehabilitation, and permanent solutions for IDPs before investing further in festival arrangements. Protesters carried banners highlighting the hardships of displaced communities and accused authorities of using the festival to project a “celebratory façade” while neglecting vulnerable populations. COCOMI representatives warned that the continued marginalisation of IDPs could exacerbate social tensions in the region.

With the Sangai Festival underway, the warning by the terror outfit has raised fresh concerns about security preparedness. Authorities have not yet issued an official statement on the specific threat, but security agencies are expected to tighten surveillance and deployment across festival venues.
