NSCN-IM Vows to Defend Framework Agreement on 10th Anniversary

On the 10th anniversary of the Framework Agreement, NSCN-IM reasserts its commitment to the Naga political cause, calling the pact a recognition of Naga sovereignty.

NSCN-IM chief Q Tuccu rejects any working ties with NNPGs, calling them a “dangerous proposition” and tools of the Indian state.

August 3, 2025: The National Socialist Council of Nagalim (Isak-Muivah), or NSCN-IM, has called upon its members to protect the sanctity of the 2015 Framework Agreement “at any cost,” asserting that the agreement remains central to the recognition of the Nagas’ sovereign rights.

In a strongly worded address on the 10th anniversary of the historic accord—signed on August 3, 2015, in New Delhi in the presence of Prime Minister Narendra Modi—NSCN-IM Chairman Q. Tuccu reaffirmed the group’s commitment to the deal, calling it a “political milestone.”

“We have the courage and pride to commemorate the 10th anniversary of the Framework Agreement and send a message that we will not relinquish what has been achieved. It reaffirms our rightful place and sovereign rights as a nation,” Tuccu said.

He accused the Government of India of intentionally slowing down the implementation of the accord, but reiterated NSCN-IM’s enduring commitment to the agreement despite mounting challenges.

Highlighting the agreement’s symbolism, Tuccu said it reaffirmed India’s formal recognition of the Nagas’ unique history—first acknowledged by New Delhi during peace talks in Amsterdam on July 11, 2002.

He expressed deep reservations about any collaborative political arrangement with the Naga National Political Groups (NNPGs)—a coalition of several insurgent groups—stating that the NNPGs function under the constraints of the Indian Constitution and are backed by Indian agencies.

“Working with the NNPGs would be a dangerous proposition. They are not masters of their own destiny. The Government of India holds the reins,” he said.

Tuccu accused the NNPGs of undermining the historical and political identity of the Naga people and described their “Agreed Position” with the Centre as a diluted, “copycat” version of the Framework Agreement.

“The NSCN cannot work with groups that have compromised the sanctity of Naga history. Their political integrity is incompatible with the interests and security of the Naga nation,” Tuccu concluded.
