DDA Posts ₹1,371 Cr Surplus, Reverses Decade-Long Deficit: LG VK Saxena

In just two years, the Delhi Development Authority (DDA) has transformed from a loss-making entity into a revenue-surplus agency, posting a ₹1371 crore surplus in 2024–25, up from a ₹1304 crore deficit in 2022–23—a dramatic ₹2675 crore turnaround.

A liberalised housing policy, digital transformation, and improved customer services have powered DDA’s revival, with housing revenue increasing nearly fivefold from ₹665 crore in 2022–23 to ₹3176 crore in 2024–25.

Delhi Lieutenant Governor VK Saxena on Tuesday announced a significant financial turnaround for the Delhi Development Authority (DDA), stating that the agency has gone from being a perennial loss-making entity to a revenue-surplus organisation in just two years.

Taking to social media platform X (formerly Twitter), Saxena shared, “Pleased to share the remarkable turnaround of DDA—from being a perennial loss-making entity to a revenue-surplus agency—in a short span of just two years.”

According to Saxena, the General Development Account (GDA) of the DDA, which had reported a deficit of ₹1,304 crore in 2022–23, has now recorded a surplus of ₹1,371 crore for the financial year 2024–25. This marks a cumulative revenue growth of ₹2,675 crore and a reversal of the deficit trend that had persisted for over a decade.

Saxena credited this dramatic recovery to a “rational and liberal approach adopted by DDA in terms of housing policy reforms, innovative marketing strategies, enhanced customer experience and digital transformation.”

Revenue from the sale of houses has risen sharply—from ₹665 crore in 2022–23 to ₹3,176 crore in 2024–25. Saxena noted that the total housing revenue collected over just two years (2023–24 and 2024–25) stands at ₹5,574 crore, a 25% increase over the ₹4,460 crore collected in the previous eight years combined (2015–16 to 2022–23).

In addition, revenue receipts from DDA’s sports initiatives rose from ₹77 crore in 2022–23 to ₹111 crore in 2024–25.

“This turnaround of DDA would go a long way in making DDA financially self-sustainable and fulfilling Hon’ble PM’s commitment of ‘affordable housing for all’,” Saxena stated. He reiterated DDA’s commitment to enhancing services for Delhi’s citizens and building an inclusive, sustainable, and thriving city.
