Delhi Lieutenant Governor (LG) V.K. Saxena, a strong advocate for permanent jobs over temporary or ad-hoc positions in government, has taken a significant step towards strengthening child protection services in Delhi. He has approved the conversion of 11 temporary Welfare Officer/Probation Officer posts in the Women and Child Development (WCD) Department into permanent positions.
These vital roles, categorized as Group B posts under Level 6 of the pay matrix (₹35,400–₹1,12,400), were initially established in 2018 to support the implementation of the Juvenile Justice (Care & Protection of Children) Act, 2015, and to address the multifaceted challenges faced by vulnerable children in Delhi. Based on a recommendation from the Finance Department, as per an Office Memorandum dated August 13, 2020, 11 posts of Welfare Officer/Probation Officer were approved for conversion to permanent positions.
The WCD Department had initially sought the conversion of 12 temporary posts. However, after a detailed review, the Finance Department recommended the conversion of 11 posts, while one post was abolished due to prolonged vacancy.

In another significant move to ensure the smooth functioning of government services, LG Saxena has approved the extension of 62 Supervisors, six Lower Division Clerks (LDCs), and 19 Peons on a contractual basis under the Saksham Anganwadi and Poshan 2.0 Scheme in the Department of Women and Child Development for the year 2024–25. The extension will remain valid until March 2025 or until regular appointments are made, whichever occurs earlier.
Simultaneously, the LG has instructed the Department to forward requisitions to the Delhi Subordinate Services Selection Board (DSSSB) for filling vacant posts on a regular basis. This directive is part of his proactive approach to addressing the issue of vacant positions across various government departments.
Earlier, in 2023, while approving the extension of these employees for the previous year, Saxena had urged the Department to expedite the recruitment process for filling vacant posts on a regular basis.
Since assuming office, LG Saxena has made filling vacant positions in Delhi Government departments a priority. This initiative not only enhances the efficiency of service delivery but also creates valuable employment opportunities for aspiring candidates.
